Chester police and a Massachusetts State Police K-9 unit found 55-year-old Harold Phelps in the Westfield River on Thursday afternoon. The Western Massachusetts Technical Rescue Team had to extract him from the water due to freezing conditions, Jim Leydon, spokesman for Hampden District Attorney Anthony Gulluni, said Thursday night. Police did not immediately release the official cause of death, but preliminary investigation suggests Phelps may have been walking along a train trestle when he fell into the water.
